The baby passport photo requirements, in plain words

The State Department applies the same photo rules to babies as to adults, with one allowance for the eyes. Here is every rule that matters, from travel.state.gov, and how to meet it at home.

  • Recent

    Taken in the last 6 months, in color. Babies change fast, so take a new one rather than using an older photo.

  • Size

    2 x 2 inches. Head between 1 and 1 3/8 inches from chin to top of head, centered, the whole head in the frame.

  • Background

    Plain white or off white, with no shadows or patterns. A smooth white sheet works, and we replace it with plain white.

  • Nobody Else In The Photo

    No parent, no hands, no arms. Lay your baby on a sheet, or cover a car seat with a white sheet, instead of holding them.

  • Facing The Camera

    Face turned straight to the camera, head not tilted. Lying flat and shooting from directly above makes this easy.

  • Eyes

    The State Department says it is okay if a baby's eyes are not entirely open. All other children need their eyes open.

  • Nothing On The Head

    No hat, headband or bow, unless worn daily for religious or medical reasons with a signed statement. The full face has to show.

Children under 16 apply in person with Form DS-11, and online renewal is for adults only. So you need one printed 2 x 2 photo. Every option includes the digital file too.

Why photos get rejected, and how we catch it

The most common reasons a baby's passport photo is sent back:

  • a parent's hand, arm or lap in the photo
  • a pacifier, toy or blanket covering part of the face
  • a shadow across the face or the sheet
  • head turned or tilted
  • a hat or headband
  • a photo older than six months

Our software measures the head size, the tilt, the light and the background against the State Department's requirements, and shows you every result before you pay. A photo that fails a check cannot be bought; you retake it, free, until it passes.

What we do not do to your photo

We crop it, size it, place your head correctly and put it on plain white. We do not change your face, your features, your eyes or your expression. The State Department rejects altered photos, and a photo that looks like you is the whole point.

If you add photo retouching, we remove temporary blemishes, shadows under the eyes, stray hairs and dust spots, and nothing else.

Your questions, answered

  • Can I take my baby's passport photo at home?
    Yes. Lay your baby on a plain white sheet, hold your phone flat above their face and take the photo. The software crops it, sets a plain white background and checks it against the State Department requirements before you pay.
  • Do my baby's eyes need to be open?
    Not entirely. The State Department says it is okay if a baby's eyes are not fully open. All other children must have their eyes open, so for a toddler, wait for a moment when they look at the camera.
  • Can I hold my baby in the photo?
    No. Nobody else can be in the photo, and that includes a parent's hands or arms. Lay your baby on a white sheet, or cover a car seat with a white sheet and let the seat support them.
  • Can I use a car seat?
    Yes. Cover the car seat with a plain white or off-white sheet so no straps or pattern show behind your baby, and take the photo from straight in front of their face.
  • Can my baby have a pacifier, toy or hat?
    Take the pacifier out and keep toys away from the face. Hats and headbands are not allowed unless worn daily for religious or medical reasons, with a signed statement.
  • How old does my baby need to be?
    Any age. Every child needs their own passport, newborns included, and the photo has to be taken within the last 6 months.
  • Do I need a printed photo or a digital one?
    A printed one. Children under 16 apply in person with Form DS-11, and online renewal is for adults only. Choose prints mailed to you or picked up near you, or print the 4 x 6 sheet included with every order.
  • What should my baby wear?
    Plain everyday clothes in a color that stands out from white, such as a soft green, blue or yellow. No uniforms or camouflage.
  • What if the photo fails the check?
    The screen tells you what to fix and you retake it free, as many times as you like. Babies move, so take a few and keep the best one. Nothing is charged until every check passes.
  • Do you change my baby's face?
    No. We crop it, size it and set a plain white background. Retouching, if you add it, removes temporary blemishes and dust, never a feature.
  • What happens to the photo afterward?
    It is used to make your baby's passport photo and for nothing else. Deleted 30 days after delivery, never used to train AI.
